The Planning and Zoning Division of Community Development is responsible for the enforcement of the City's zoning, subdivision, and sign regulations.

The Planning & Zoning staff prepares reports for the Planning Commission on issues related to comprehensive planning, ordinances and land use changes, platting/subdivisions, re-zoning, conditional use permits, site and building plans, variances, and appeals.

City Council adopted a comprehensive update of the City's zoning code, including adoption of a Unified Development Ordinance (UDO) that effectively repealed Chapters 15 (Platting), and 34 (Signs), and repealed and replaced 35 (Zoning) of the City Code. The new UDO became effective on January 21, 2023. Prior to this, the City's zoning code had not been meaningfully updated since the 1960s.

How to submit a Land Use Application

Please contact the Planning Manager prior to submitting a Land Use (Planning Commission) Application to review project details and submission requirements.

The Planning Commission regularly meets once per month on the second Thursday (7 p.m.) of each month. Please refer to the below schedule for application deadlines and meeting dates:

Land Use Applications are submitted through the City's online application portal. For assistance submitting the online application please contact the Community Development Department administrative staff at (763) 569-3330.

FAQs

How do I find my property lines?

The City does not locate property lines for private property owners. Property owners should hire a private licensed land surveyor to complete land surveys or locate property corners. Licensed land surveyors can be found online. In some cases, property owners can use a metal detector to find existing property corners at the corners of the lot.
What are the requirements for expanding my driveway?

A driveway can be expanded provided 50 percent of the required front yard is still maintained as ground cover. To confirm impervious coverage, please contact Community Development at (763) 569-3330. Improvements within the public right-of-way require a driveway permit.
Who do I contact to learn about available building and development sites for a business?

For information about available commercial or residential development sites, please contact the Economic Development Coordinator at (763)569-3301.
How do I get setback and zoning information for my property?

Contact the Community Development Department at (763) 569-3330 regarding setback and zoning information.
Is there a survey of my property on file with the city?

The City may have a survey on file of your property. Contact the Community Development Department at (763) 569-3330.
What is required for approval of a Home Occupation?

To inquire about the allowance of a Home Occupation, contact the Community Development Department at (763) 569-3330 and ask for Planning and Zoning.
How do I apply to the Planning Commission for their review of a proposed project?

What is the cost and procedure for requesting a zoning letter?

The cost for a zoning letter is $75. To submit a zoning letter request, please apply through the City's online permitting portal (iMS).
