Department Mission

The mission of the Community Development Department is to preserve and enhance the quality of life for the residents and businesses of Brooklyn Center by guiding development of the City with effective measures of planning, design review, construction plan approval, code compliance, housing and business assistance.

Department Divisions

The Building and Construction Management Division is responsible for inspections and plan review relating to building, plumbing, mechanical, sewer and water, electrical and fire monitoring/suppression systems.

The functions of the Economic Development Division includes the Economic Development Authority, workforce development, business resources and outreach, and targeted redevelopment.

The Housing and Home Ownership Division includes home improvement financing, home purchase assistance, and special assessments.

The Planning and Zoning Division is responsible for the enforcement of the City's zoning, platting, and sign regulations.

The Property Maintenance and Code Enforcement Division is responsible for the enforcement of property maintenance standards through rental inspections, proactive code enforcement inspections, and the vacant building program.

What happens if a property owner or renter is given notice for a code violation?
The owner may receive one of the following describing the violation and the city's expectation for corrections.
- A citation (fine), formal complaint (mandatory court appearance), city facilitated abatement (costs assessed to the property), or other legal ramifications
- A compliance notice letter
- A door knocker or sticker
Questions regarding the violation should be directed to the inspector listed on such document.

What do I need to do if I want a code enforcement officer to inspect the backyard area of my neighbor's property?

Please call (763) 569-3330 and leave your name, address, and phone number along with the specific complaint so a code enforcement officer may contact you about viewing the neighbor's backyard from your property.
My neighbor's backyard has code violations, but Code Enforcement doesn't seem to address it. Why?

Code enforcement officers are not legally allowed to enter the backyard of a residential property without the home owner's permission. Please advise the officer if he or she can view the issues from your property.
When do I need a building permit?

A building permit is required for a variety of types of construction. Please call the Community Development Department at (763) 569-3330 or view Building and Construction Permits for specific instances.
Who do I call to report a property code violation?

I want to build a new home, addition, deck, or garage. What do I need to submit with my building permit application?

A building permit must be submitted, along with digital plans and in most cases, a site plan. The site plan must show property lines, all existing structures (including dimensions), and the location of the proposed structure. Contact Community Development at (763) 569-3330 for more information.
What are the requirements for installing a fence? Do I need a permit for a fence?
