Staff Complaint
The Brooklyn Center Police Department takes seriously all complaints regarding the service provided by the Department and the conduct of its members. The Department will accept and address all complaints of misconduct in accordance with this policy and applicable federal, state and local law, municipal and county rules and the requirements of any collective bargaining agreement. It is also the policy of the department to ensure that the community can report misconduct without concern and fear of reprisal.
Who may File a Complaint
Any member(s) of the public who experienced, witnessed or have knowledge of police employee misconduct may make a complaint.
How to File a Complaint
Upon completion of the complaint form, you may hand deliver the complaint to any police employee, deliver the complaint via mail to the police department 6645 Humboldt Avenue N, Brooklyn Center, MN 55430 or email the completed form. You may also contact the on-duty sergeant and report your concern by calling (763) 503-3200. If you contact the on-duty sergeant, you may still be asked to complete the online complaint form.
If You Choose to Remain Anonymous
Any complaint submitted anonymously will be accepted and investigated to the fullest extent possible. We would like to note that any complaint submitted anonymously may impact our ability to conduct a thorough and complete investigation.
How are complaints investigated?
- The completed complaint will be investigated by a police supervisor. This is either a Sergeant or a Commander.
- The complaint investigator will attempt to speak with the complainant and any witnesses who may be able to provide information relevant to the investigation. They will also review any potential evidence and the involved officer may be interviewed.
- Upon completion of the investigation all documents will be forwarded to the Commander who supervises the division where the involved officer is currently assigned.
- The Commander will review all complaint documents and submit his/her complaint findings to the Chief of Police and recommend discipline, if applicable.
- The Chief of Police has the final authority to either approve or disapprove the complaint disposition and any recommended discipline.
Brooklyn Center Police Department Complaint Dispositions
- Unfounded- The allegation(s) are false or not factual.
- Commendations & Complaints
- Exonerated- The alleged act(s) occurred but that act was justified, lawful and or proper.
- Not Sustained- There is insufficient evidence to sustain the complaint or fully exonerate that department member.
- Sustained- Preponderance of the evidence exists to establish that the act occurred and that is constituted misconduct.
- Policy Failure- The allegation is not a violation of policy, but the policy is inadequate.
Complaint Follow-up
Once the investigation is completed, the complaint investigator will contact with complainant with the outcome of the investigation. Because the city must comply with applicable federal and state laws regarding employee privacy rights only the complaint finding will be disclosed.
