Project Update
The Contractor has completed all paving and restoration work on 50th, 51st, and the Knox/54th Area. This fall, the Contractor will continue with final clean-up, other minor restoration items, and striping, dependent on weather. Xcel will be onsite on 50th, prior to winter, to install new ducts on the north side of the roadway. In the spring after the Xcel work is complete, the Contractor will pave the trail and complete final restoration for areas impacted by Xcel work.

Week 9 (September 18- September 22):
This week the Contractor finished the trail on 51st and boulevard grading on 51st and the Knox/54th Area. Over the next two weeks, the Contractor will finish boulevard restoration on all roadways and finish roadway paving. Please note this schedule is subject to change due to weather. Thank you for your patience during construction activities!
Week 8 (September 11 - 15): The Contractor finished the base course paving on all roadways and the remaining concrete work. The boulevard grading and trail preparation work was also started.
Week 7 (September 5 - September 8): The Contractor finished curb and gutter on 50th Ave. In addition, driveway and path removals and preparation were started on 51st Ave.
Week 6 (August 28 - September 1): The Contractor completed utility work in all project areas. Curb work and road bed preparation continued on 51st Ave and the Knox Area.
Week 5 (August 21- August 25): The Contractor began curb and gutter on 51st Ave. In addition, water service work was continued on 50th Ave.
Week 4 (August 14 - August 16): The Contractor completed spot curb and gutter on 51st Ave and the Knox/54th Area. In addition, testing for the watermain on 50th Ave was completed in preparation for the removal of temporary water.
Week 3 (August 7 - August 11): The Contractor completed watermain and hydrant installation on 50th Ave. In addition, the spot curb and gutter replacement was completed in the Knox/54th Area.
Week 2 (July 31 - August 4): The Contractor completed hydrant and valve work in the Knox/54th Area, and on 51st Ave. In addition, the spot curb and gutter removals were completed in the Knox/54th Area.
Week 1 (July 24 - July 28): Construction started this week with removals and reclamation on 50th Ave and 51st Ave, and the installation of hydrants and valves in the Knox/54th Area.
On June 12, 2023, the City Council received bids and award the project contract.

Project History
The City of Brooklyn Center's Capital Improvement Plan identified a potential street improvement project in the area. The project was scheduled for 2023.
A neighborhood meeting was held at 6:30 pm on September 15, 2022, at the Council Chambers located at City Hall, 6300 Shingle Creek Parkway. Residents and property owners had the opportunity to ask questions about the project.
On September 26, 2022, the City Council accepted the City Engineer's Feasibility Report, declared costs to be assessed, and called for an improvement public hearing on October 24, 2022. Property owners were mailed a letter detailing the project and special assessment information together with Notice of Public Hearing and a feasibility summary.
City Council approved the resolutions on Monday December 12, 2022 ordering the street improvements for the project.
An Assessment Public Hearing to consider the proposed special assessments for the project was held on Monday, February 13, 2023. At the meeting, the City Council accepted the levy roll and certified the special assessments for the improvements to the Hennepin County Tax Rolls.
Assessment Payment Options:
- Pay assessments without interest between April 15 and September 30, 2023.
- October 1 through November 17, 2023, pay the assessments with interest calculated from October 1, through the date of payment.
- Assessments not paid by November 17, 2023, will roll to Hennepin County property taxes and will be payable over the ten year period, beginning in 2024.
