This project area was identified in the City of Brooklyn Center's Capital Improvement Plan as a street improvement project. Work is scheduled for the 2024 and 2025 construction seasons, between approximately May and October both seasons. The City Council awarded the project to Ryan Contracting, Co. at the April 8th meeting.

Previous Construction Updates -
Week 1 (May 13 - May 17): Construction started this week with erosion control and traffic control, tree removals, and pavement reclamation in Phase 1 of the project. After reclamation of the pavement is complete, the Contractor will begin temporary water installation and watermain replacement.
Week 2 (May 20 - May 24): Construction activities continue this week in Phase 1 of the project with temporary water installation. Tree removals will continue throughout all phases of the project. When temporary water has been completed and tested, removals and utility work will begin in Phase 1 of the project area.
Week 3 (May 28 - May 31): Construction activities continue this week in Phase 1 of the project with removals and utility staging. Tree removals will continue throughout all phases of the project. When temporary water has been completed and tested, service work will begin in Phase 1 of the project area.
Week 4 (June 3 - June 7): Construction activities this week in Phase 1 of the project will include establishment of a storage yard at Marlin Park, removals, and the start of utility work. This work will start with the installation of new services and tie-ins on 66th, which will continue in to next week. Prior to service work, temporary water connections will be established. Please expect minor water shut downs during this time, those affected will be notified with flyers.
Week 5 (June 10- June 14): Construction continued on 66th Ave N this week, in Phase 1 of the project, with the installation of new services and dewatering work. As utility installation progresses on 66th Ave N, crews will begin to transition to Winchester Lane to set up temporary water in preparation for utility work. Please expect minor water shut downs during this time, those affected will be notified with flyers.
Week 6 (June 17- June 21): Construction of watermain and services continued on 66th Ave N this week. Please expect minor water shut downs during this time, those affected will be notified with flyers.
Week 7 (June 24 - June 28): Construction continued with the water services on 66th Ave N this week, as well as the sanitary and storm sewer installation. As utility installation is completed on 66th Ave N, crews will begin utility work on Winchester Lane and set up temporary water. Please expect minor water shut downs during this time, those affected will be notified with flyers.
Week 8 (July 1 - July 3): Construction this week will continue utility work on 66th Ave N. The Contractor will not be on site during the second half of the week due to the 4th of July Holiday.
Week 9 (July 8 - July 12): Construction of utilities on Winchester Lane began, including water main and services, sanitary, and storm sewer. The Contractor will continue on 66th Ave N with grading of the roadway aggregate base, followed by concrete curb and gutter.
Week 10 (July 15 - July 19): Utility construction on Winchester Lane, including water main and services, sanitary, and storm sewer, will be completed this week. Following the utility work, the Contractor will begin grading of the roadway aggregate base and concrete curb and gutter.
Week 11 (July 22 - July 26): In preparation for utility construction, temporary water is being installed on Kyle Ave N and the Contractor is reclaiming the roadway pavement. Curb and gutter preparation and grading will continue on 66th Ave N.
Week 12 (July 29 - August 2): The Contractor began concrete work within Phase 1 of the project, this work is anticipated to last multiple weeks. Watermain work began on Kyle Ave N, and temporary water preparation began on Lee Ave N.
Week 13 (August 5 - August 9): Curb and concrete work continued in Phase 1 of the project. The Contractor installed water services on Kyle Ave N, and began service work on Lee Ave N. Paving is anticipated to begin in Phase 1 at the end of August or beginning of September, depending on weather.
Week 14 (August 12 - August 16): Boulevard work began on Kyle Ave N, with water main work continuing on Lee Ave N. In Phase 1, the contractor continued concrete work.
Week 15 (August 19 - August 23): Concrete work continued in Phase 1 of the project, on Winchester Lane and Noble Ave N. Grading work began on Lee Ave N. The Contractor anticipates bituminous paving to begin in Phase 1 at the end of August or start of September, dependent on weather.
Week 16 (August 26 - August 30): Concrete work continued on the remaining roadways of the project, including Kyle Ave and Lee Ave N. Grading work began on Lee Ave N. The Contractor anticipates bituminous paving to begin in Phase 1 at the start of September, dependent on weather.
Week 18 (September 9 - September 13): Paving of the base course began in Phase 1 of the project area, as well as grading in preparation for paving on the roadways south of 65th Ave N. Once paving is completed, the Contractor will begin restoration work.
Week 19 (September 16 - September 20): The Contractor began sanitary sewer lining, as well as topsoiling and restoration in Phase 1 of the project. Base course paving on the remaining roadways, and sodding in Phase 1 are both anticipated next week, depending on weather.
Completed Previously -
On September 25, 2023, the City Council accepted the City Engineer's Feasibility Report, declared costs to be assessed and called for an improvement public hearing on October 23, 2023. Property owners will be mailed a letter detailing the project and special assessment information together with Notice of Public Hearing.
The Public Hearing for the project was held on Monday, October 23rd, during the City Council Meeting. A presentation was given on the proposed improvements and assessments for the project.
The Assessment Hearing for the project was held on Monday, December 11th, during the City Council Meeting. A presentation was given on the proposed assessments for the project.
